Description of the Firm
Professional Consulting, Inc. provides professional engineering design
and environmental consulting services to municipal entities and to
industry. These services include the preparation of feasibility studies,
plans and specifications and regulatory compliance documents for general
municipal work (IE. Water and, infrastructure work, etc.) And industrial
work (IE. Process piping, drainage, pretreatment facilities, etc.), as
well as construction management for a wide variety of projects.
Environmental services
include preparing
environmental audits,
assisting clients in complying with regulatory consent orders,
underground storage tank requirements, preparing regulatory compliance
documents such an TCPA and DPCC/DCR plans, including Risk Assessments and
dispersion modeling.
The Firm's philosophy is to remain a niche company operating with low
overhead to keep costs low while providing the high level of service our
client's expect and deserve.
PCI works closely with each
client to identify, quantify, qualify and describe the scope of work,
along with the existing and optimal requirements, and functional
relationships. For each project,
Our staff has been involved in
Infrastructure projects for decades. The PCI team has professional
engineers, and a staff of engineering and architecturally trained
designers, structural engineers, interior designers, project managers,
field engineers, and inspectors to facilitate a complete design.
Additionally, we have modeling and CADD technical personnel providing
detailing and engineering expertise, required for a complete construction
documentation package.
Description of the Principals
FREDERICK J. MARGRON, P.E., REM,
CEA
Fred Margron is the Firm's
President and Co-Owner. He has successfully managed a variety of large
and small projects and has administrative responsibility for the Firm.
His engineering responsibilities include design and construction
management of a number of projects; as well as, administrative
responsibilities including oversight of budgets, monthly billings, cash
flow projections, personnel issues and business development. One of Mr.
Margron's key functions is to keep operating overhead low.
Mr. Margron is experienced in the design and oversight of water and
wastewater treatment facilities, collection and distribution systems, and
drainage projects. In
addition, Mr. Margron has been involved in the design and preparation of
reports, economic evaluations, plans and specifications for general
municipal building projects, including sewer and water systems, road
reconstruction recreational and parking facilities. He has also functioned as a review
engineer for the evaluation of subdivisions, commercial and industrial development
projects.
As an Environmental Professional,
Mr. Margron has extensive experience in preparing regulatory
documentation and helping the public and private sector to evaluate and
meet their environmental obligations. This includes compliance with
industrial waste treatment, municipal water and wastewater treatment;
combined sewer overflows (CSO) storm water management and watershed
protection regulations.
ARSHAD
JALIL, P.E.
Arshad Jalil is the Firm's Vice President and Co-Owner. He successfully
managed a number of large and small projects and being the key individual
managing a number of the Firm's clients. Mr. Jalil has over 20 years of
experience in water resources, hydraulics, and environmental engineering.
His responsibilities include design and construction management
oversight, maintaining project budgets and schedules, personnel and
administrative responsibility for his design team and business
development. His expertise includes design of water distribution systems,
treatment plants and hydraulic computations. He has managed several water and
wastewater treatment plant projects.
He is experienced in the preparation of regulatory documents, Risk
Management Plans, Site Assessment Reports and Environmental Audits. Mr.
Jalil is also experienced in all levels of Local, State and Federal
Regulatory Compliance.
Mr. Jalil has supervised and
managed construction administrative projects for water, wastewater,
drainage improvements, infrastructure development, lake management, and
construction of municipal recreational facilities. These projects, from
variety of disciplines, ranging from under $1-million to over $20-million
in construction cost, with scope ranging from managing typical
infrastructure contract to multiple discipline contracts, located in
various municipalities of New Jersey and
New York State. Mr. Jalil has extensive
experience in preparing regulatory documentation and helping the public
and private sector to evaluate and meet their environmental
obligations.
Mr. Jalil has completed numerous
design projects for both public and private clients. He has prepared many
phase improvement studies for various clients for their engineering and
system improvement needs. These studies have successfully resulted in
project design and construction implementation. Mr. Jalil also manages
the firm’s hydraulic modeling team, which is well verse in the use
of CAD, LDD, Pond-Pack, Water Gems, SewerCAD, and Arc View Software.
